AiBST TRUST Invites ICT Consultants to Support Digital Transformation

The African Institute of Biomedical Science and Technology TRUST (AiBST TRUST) is inviting qualified individual consultants and firms to submit proposals for the provision of Information and Communication Technology (ICT) services. The assignment will support the Institute’s efforts to strengthen its digital systems, improve operational efficiency, and develop a practical ICT Strategic Plan.
AiBST TRUST is a regional institution committed to advancing biomedical science, research, innovation, training, and healthcare-related capacity building in Africa. Through support from the African Capacity Building Foundation (ACBF) under the Strengthening Capacity of Strategic Partner Institutions in Africa programme, AiBST TRUST is strengthening its institutional capacity to respond effectively to evolving research and development needs.
Scope of the Assignment
The selected consultant or firm will assess AiBST TRUST’s existing ICT environment and develop a business-oriented, realistic, cost-effective, and industry-standard ICT Strategic Plan. The work will include reviewing current technologies, ICT policies, procedures, standards, and the institution’s short- and long-term digital-transformation needs.
The consultant will also identify gaps and opportunities, benchmark AiBST TRUST against comparable organisations and relevant standards, recommend priority ICT initiatives, and develop an ICT governance framework to guide implementation and operational management.
Key Support Areas
The consultancy will provide support in several priority areas, including:
Ensuring reliable, well-managed internet connectivity.
Conducting quarterly preventive maintenance for laptops, computers, and related ICT equipment.
Troubleshooting network, file-server, security-access, performance, and storage-related challenges.
Training staff in the use of the office intranet, network sharing, document archiving, ICT policies, and cybersecurity awareness.
Providing guidance on the procurement, testing, verification, and specification compliance of new ICT equipment.
Expected Deliverables
The assignment is expected to cover 15 working days over approximately one month, with an anticipated end date of 15 November 2026. The successful consultant may also be retained under an initial 12-month framework contract and engaged for ICT support services when required.
Key deliverables include an inception report, an assessment report on AiBST TRUST’s current ICT architecture, a comprehensive ICT Strategy and governance framework, and a training or presentation session for key staff on implementing the proposed strategy.
Who Should Apply
AiBST TRUST is seeking an individual consultant or legally registered firm with demonstrated expertise in ICT strategy development and related support services. The lead consultant should hold a master’s degree in strategic ICT management or a related field and have at least 10 years of professional ICT-consultancy experience.
Applicants should demonstrate relevant experience with at least three regional or international organisations, preferably within scientific research, training, health, not-for-profit, or biomedical environments. Experience in modern technologies, including cloud technology, artificial intelligence, mobile devices, hardware, software, and network technologies, is also required.

Interested applicants should submit a technical proposal, a separate password-protected financial proposal, the lead consultant’s CV and cover letter, CVs of proposed team members, three references, and examples of similar assignments completed within the past five years. Technical proposals should not exceed 10 pages, excluding appendices.
